By stormland · Published
TL;DR

- Finish first in the Yagara Bull Grand Prix (グランプリレース) to obtain the Gomorrah Whistle.
- Find the Laboon Whistle through a sea-creature encounter in the Sea of Wonders (不思議な海).
Choose the whistle you need below. Each section separates the item reward from any further character-unlock objectives.
Sodom Whistle
ソドムの笛
The whistle is an objective on achievement page 6. Complete the whole page to unlock Sabo.
Preparing for the races
Build the Yagara Bull training ground, assign a Yagara Bull and interact with it to enter races.
Races run automatically. Train intelligence if waves slow you down, speed if you cannot catch the leaders, and stamina if you lose ground near the finish. Training food accumulates over time.
Gomorrah Whistle
ゴモラの笛
The whistle is an objective on achievement page 7. Complete the whole page to unlock Loki.
You can race once per in-game day. After a loss, train your Yagara Bull and try again on a later day.
Laboon Whistle
ラブーンの笛
Find the Laboon Whistle through a sea-creature encounter in the Sea of Wonders (不思議な海).
The whistle is an objective on achievement page 8. Complete the whole page to unlock Uta.
Leave Luffy, Zoro or Jinbe available for sea treasure collection. Restaurant, floor and outing assignments prevent them from going treasure hunting.
Stay in the Sea of Wonders while waiting for Laboon. If sea collection is happening but he has not appeared, advance to another in-game day; sea-creature encounters are limited to one per day.
After obtaining the whistle, register it at the Calling Space to earn Berries when visitors use the facility.
